IPT Specialization Course on Election Observation
A comprehensive course on long term election observation

Election observation is a vital tool used by international bodies like the European Union (EU), the Organization for Security and Co-operation in Europe (OSCE) and the Organization of American States (OAS) to enhance democratic processes and safeguard human rights globally. By deploying independent and impartial missions, observers aim to build public confidence, deter fraud, intimidation, and violence, and strengthen democratic institutions in host countries. Election observation contributes to peacebuilding by providing mechanisms to manage and resolve societal tensions peacefully, thereby reducing the incentive to resort to violence. Election observation is an essential element of wider post-conflict democracy assistance, helping to ensure that elections serve as a brick for building peace rather than a flashpoint for renewed conflict.
The IPT Specialization Course on Election Observation that will take place from 12 - 18 September 2026 in Stadtschlaining offers a cpmprehensive training on the essentials of long-term election observation. Throughout the course, participants will engage in interactive discussions, group work, and (simulation) exercises to:
- Become familiar with the electoral cycle and relevant electoral stakeholders;
- Understand key tasks, mission timetables, and management structures of Election Observation Missions (EOMs);
- Acquire essential knowledge and practical skills to implement tasks of long-term election observers (LTOs) in EOMs;
- Understand voting operations and tasks of election observers during Election Day through a complex simulation exercise;
- Gain awareness of the challenges associated with the tasks of a long-term observer through all stages of the election cycle and learn how to respond appropriately.

Course costs: tba EUR (covering full-board accommodation)
A small number of full and partial scholarships are available for people from countries receiving official development assistance.
Target group:
- Professionals working with multilateral organizations, I/NGOs, civil society, local grassroot organizations, academia, or government institutions.
- Persons who serve as multipliers in their countries and communities and who can pass on the knowledge and skills acquired in the course.
Requirements:
- A good command of English is a prerequisite for attending the course. Prior knowledge and skills in the practical and/or academic field of peacebuilding are strongly encouraged.
