HAWA Multiplier Module

In the third phase of the HAWA project from 2018 to 2021, the graduates formed national organising teams to pass on their knowledge in multiplier modules (MM). At the Training of Trainers, participants were able to familiarise themselves with adult education methods. In addition, the teams were supported by mentors.

The multipler modules were coordinated by a local partner organisation. Similar to the HAWA core courses, they aimed to strengthen the capacities of actors from civil society, governmental (disaster management) authorities as well as police and military. This was done on the one hand through knowledge transfer, but also by fostering national networks.

Burkina Faso

The population in the Boucle du Mouhoun region in western Burkina Faso lives mainly from the use of natural resources (water, pastures, forests and fertile soils) and is therefore particularly affected by increasing risks (droughts, floods) due to global warming. The security situation is deteriorating and has resulted in massive refugee movements within the country. The aim of the Multiplier Modules held in August 2020 and June 2021 was to improve coordination and cooperation between actors of the local disaster management authorities, the military, the police and civil society.

Nigeria

The Women in Humanitarian Response in Nigeria Initiative (WiHRiNI) organised a Multipler Module in Abuja (Nigeria), facilitate by 6 graduates of the HAWA core course and training of trainers. In his opening speech Ambassador Schlesinger stressed that new and improved ways for the principled delivery of humanitarian action alongside other aid sectors, including development, climate change and peacebuilding, must be developed. An appeal that has been heard and understood by the 55 distinguished participants from civil society organisations, security forces and state authorities. The MM focused on the humanitarian situation in north-eastern Nigeria in relation to relevant emergency preparedness frameworks, Women Peace Security and the Agenda 2030, notably SDGs 5, 11 and 16. The National Action Plan on UN SC Resolution 1325 was one of the crucial aspects presented with key examples given about the progress in the Plateau State where women were never allowed to be among the King’s counsilors but now 107 women are presently counsellors to the King.

Senegal

The West Africa Network for Peacebuilding (WANEP) coordinated multiplier modules in the Casamance region and in Fatick in  Senegal (August 2020, June 2021).
Nearly 30 years ago, a separatist insurgency in Casamance led to civil war. Since the 2014 ceasefire agreement, violent incidents have declined, but the effects of global warming are becoming increasingly noticeable. Both Casamance and the region around Fatick are threatened by food insecurity.
During the workshop representatives from local and national civil protection authorities, non-governmental organizations, police and military discussed risk factors and mechanisms for crisis management, with a special focus on civil-military coordination.

Mali

The multiplier module in Mali took place in Sikasso the border region between Mali and Burkina Faso. Sikasso is the granary of Mali and an important transit zone for international pastoral transhumance to Guinea, Côte d’Ivoire and Burkina Faso. According to UNHCR, the region hosted nearly 6,000 internally displaced people in May 2021. The security situation is deteriorating and increasingly affecting humanitarian aid workers. All the more important is the contribution of the local NGO Carrefour Development, which organized the multiplier module to strengthen the local capacities for disaster protection and humanitarian assistance.
