Crisis Management Training for the EU

In order to contribute to the operational capability of the EU in civilian crisis management it is important to build EU capacities by training mission personnel of the EU before deployment on the basis of common standards in order to ensure a high quality of performance. For this reason the European Commission took the initiative in October 2001 and entrusted the ASPR with the “EC Project on Training for Civilian Aspects of Crisis Management”.

During three project phases (2001 – 2004) the ASPR formed the informal European Group on Training (EGT) comprising of European training institutions and NGO training providers, as well as relevant ministries engaged in the recruitment and training of civilian crisis management nominated by EU Member States. The EGT members collectively developed a common approach and training curricula for the preparation of civilian personnel for EU crisis involvement and piloted training courses. During two further project phases under the coordination of the Folke Bernadotte Academy (2005-2007) and International Alert (2007-2009) further courses were developed, implemented and standardised.  During five phases spanning from 2001-2009 the EGT organised 68 training courses, with a combined total of approximately 1400 participants.

In October 2009 the fifth project phase ended and ASPR took over the leadership of a steering team engaged in the follow-up of EGT.
